What Is the Citizenship Reform 2024?
Germany changed its citizenship law on 27 June 2024. The official name is "Gesetz zur Modernisierung des Staatsangehörigkeitsrechts." This law makes naturalization faster for many people. It also allows more people to keep two passports.
Shorter Waiting Time Before Naturalization
Standard Path: 5 Years Instead of 8
Before 2024, you needed 8 years of legal residence. Now you only need 5 years. This rule comes from § 10 Abs. 1 StAG.
Fast Track: 3 Years for Special Integration
You can apply after only 3 years in some cases. You need very good German skills, at level C1. You also need extra proof of integration. Examples are excellent school or work results, or strong volunteer work. This fast track is regulated in § 10 Abs. 3 StAG.
Dual Citizenship Is Now Allowed
Before 2024, most applicants had to give up their old citizenship. Since 2024, you can usually keep it. This is one of the biggest changes in the reform. It applies to almost all nationalities now (§ 10 Abs. 3 StAG).
Example: A Turkish citizen who becomes German no longer needs to give up Turkish citizenship. A Moroccan citizen can also keep both passports now.
Children Born in Germany
Your child can get German citizenship automatically at birth. One parent needs only 5 years of legal residence now. Before 2024, this was 8 years. The parent also needs a permanent residence permit. This rule is in § 4 Abs. 3 StAG.
Who Benefits Most From This Reform?
Many groups profit from the new rules. Long-term residents can apply earlier than before. Skilled workers with strong German skills can use the 3-year fast track. Families with children born in Germany benefit from the shorter parent residence time. Some people did not want to lose their old citizenship. Now they can naturalize too.
You Still Need to Secure Your Own Livelihood
The reform kept one important rule. You must pay for yourself and your family. You cannot depend on social benefits like Bürgergeld. This requirement comes from § 10 Abs. 1 Satz 1 Nr. 3 StAG.
Why Social Insurance Knowledge Matters
The citizenship test also asks about the German social system. Here are examples from the test pool:
- Most employed people in Germany work for a company or a public authority (Frage 23).
- The German state finances social security through social security contributions, called Sozialabgaben (Frage 35).
- Health insurance, or Krankenversicherung, is one measure that creates social security (Frage 36).
- Long-term care insurance, or Pflegeversicherung, belongs to social insurance (Frage 45).
A stable job with social insurance contributions supports your application. It shows the authority that you can secure your own livelihood.
New Commitment Against Extremism
Since 2024, the law asks for a clear commitment from every applicant. You must respect the free democratic basic order. You must not act against human dignity. This includes antisemitism, racism, or other inhuman behavior.
This rule connects to the German constitution. Article 1 of the Grundgesetz says human dignity is untouchable, or unantastbar (Frage 18). The naturalization authority checks this commitment during your application. Officials may ask questions about this during your interview.
The Naturalization Test Stays the Same
The reform did not change the citizenship test itself. You still need 17 correct answers out of 33 questions. The questions come from a pool of 460 questions in total. Good preparation still matters, even with the shorter waiting time.

The reform 2024 makes naturalization faster for many applicants. You may now qualify after 5 years, or even 3 years. You can often keep your first citizenship. But you still need a secure income and good language skills. You also need to pass the citizenship test. Check your personal residence time carefully before you apply.
