Germany's Citizenship Reform 2024: What Changed

Germany's 2024 citizenship reform: shorter waiting times, dual citizenship, and easier rules for children. Learn what changed and what stayed the same.

Did you hear about a new German citizenship law? You are not sure what it means for you. This article explains the 2024 reform in simple steps.

What Changed in 2024?

On June 27, 2024, a new law started in Germany. Its name is "Gesetz zur Modernisierung des Staatsangehörigkeitsrechts". It changed the Staatsangehörigkeitsgesetz (StAG). This is the main law about German citizenship. Many migrants can now become German citizens faster.

Shorter Waiting Time

Before 2024, you needed 8 years of legal residence. Now you need only 5 years. This rule is in § 10 StAG.

A Faster Path After 3 Years

Some people can apply even sooner. If you show "special integration", you can apply after 3 years. Special integration means: very good German skills, strong school or work results, or active volunteer work.

Overview: Old Rules vs. New Rules

Topic Before 2024 After 2024
Normal residence time 8 years 5 years
Special integration path 6 years 3 years
Second passport Usually not allowed Usually allowed
Children born in Germany Parent needs 8 years residence Parent needs 5 years residence

Dual Citizenship Is Now Allowed

Before 2024, most people had to give up their old passport. This rule changed. Now you can normally keep both passports. Example: A Turkish citizen becomes German. She can keep her Turkish passport too. She does not need to choose one nationality.

Children Born in Germany

A child born in Germany can get German citizenship automatically. Before 2024, one parent needed 8 years of legal residence. Now one parent needs only 5 years. This helps many immigrant families.

What Stays the Same?

Not everything changed. Some rules stayed exactly the same.

The Naturalization Test

You still must pass the German citizenship test (Einbürgerungstest). This test checks your knowledge about Germany. One question asks about Article 1 of the Grundgesetz. The answer is important: human dignity is inviolable (die Unantastbarkeit der Menschenwürde). This is the most basic rule in German law.

German Language Skills

You still need good German skills. Normally you need B1 level. For the fast 3-year path, you need C1 level.

You Must Support Yourself

You must pay for your own living costs. You should not depend on social welfare (Bürgergeld). This connects to how work and social security function in Germany. Most working people in Germany are employed by a company or an authority. Their wages help fund the whole social system.

How Germany Pays for Social Security

Germany finances its social insurance through social security contributions (Sozialabgaben). Employees and employers both pay these contributions. This money comes directly from wages.

Health and Care Insurance

Health insurance (Krankenversicherung) is one measure that creates social security in Germany. Care insurance (Pflegeversicherung) is also part of this system. It belongs to social insurance (Sozialversicherung), like health insurance and pension insurance. If you understand this system, you understand why Germany expects new citizens to support themselves financially.

Why This Matters for You

The 2024 reform makes citizenship easier for many migrants. You may qualify after only 5 years, not 8. You may keep your old passport. Your children may become citizens sooner. But you still must pass the test. You still need German language skills. You still need to support yourself financially.
