German Citizenship Documents: Complete 2026 Checklist

You want to apply for German citizenship, but you don't know which papers to collect. This is one of the most common problems before Einbürgerung. Missing documents are a top reason for delays at the Staatsangehörigkeitsbehörde (citizenship office). This article shows you exactly what to prepare.

What the Law Requires

German citizenship law is called the Staatsangehörigkeitsgesetz (StAG). Section 10 StAG (§ 10 StAG) lists the general conditions for naturalization. Your documents must prove that you meet these conditions. Every office may ask for slightly different papers, so always check the exact list from your local authority first.

1. Basic Identity Documents

You need to prove who you are. Bring these documents:

  • A valid passport
  • A biometric passport photo
  • Your birth certificate
  • Your marriage certificate, if you are married
  • Birth certificates of your children, if you include them in your application

All foreign documents usually need a certified German translation.

2. Proof of Legal Residence

You must show that you live in Germany legally. Common documents are:

  • Your residence permit (Aufenthaltstitel)
  • A registration certificate from your city (Meldebescheinigung)

Under § 10 StAG, you normally need 5 years of lawful residence in Germany. If you show special integration achievements, such as very good language skills or strong civic engagement, 3 years may be enough.

3. Proof You Can Support Yourself

§ 10 Abs. 1 Nr. 3 StAG says you must be able to pay for yourself and your family. You should not depend on Bürgergeld or Sozialhilfe. Bring:

  • Recent payslips
  • Your employment contract
  • Tax records, if you are self-employed

There are exceptions, for example for people who cannot work due to illness. Ask your local office if this applies to you.

4. Language Certificate (B1 or Higher)

§ 10 Abs. 1 Nr. 6 StAG requires sufficient knowledge of German. In most cases, this means a B1 certificate. You can prove this with a language test result, such as the "Deutsch-Test für Zuwanderer" or a telc B1 certificate. A German school diploma can also count as proof.

5. Naturalization Test Certificate (Einbürgerungstest)

§ 10 Abs. 1 Nr. 7 StAG requires knowledge of the German legal and social system. You prove this with the Einbürgerungstest certificate. The test has 33 questions from a pool of 460 questions about German law, history, and society.

Some example topics from the test:

  • Article 1 of the Grundgesetz (Basic Law) protects the dignity of every human being (die Unantastbarkeit der Menschenwürde).
  • Freedom of expression (Meinungsfreiheit) is a basic right in Germany.
  • Freedom of belief and conscience (Glaubens- und Gewissensfreiheit) is also protected by the constitution.
  • Only foreigners can claim one specific basic right in Germany: the right to asylum.
  • The eagle (Adler) is the national animal and coat of arms of Germany.

6. Declaration of Loyalty to the Constitution

§ 10 Abs. 1 Nr. 1 StAG requires a written commitment to the free democratic basic order (freiheitliche demokratische Grundordnung). You usually sign this declaration directly at the citizenship office.

7. Your Previous Citizenship

Since the reform of the StAG in June 2024, Germany generally allows multiple citizenship. In most cases, you do not have to give up your previous citizenship anymore. Still, ask your local office about your specific country, because rules can differ.
